A note on the premise: GoldBod has not announced a blanket amnesty for every unlicensed gold mine. What it has announced is narrower. Small-scale miners without licenses could be formalized if they are not working in forest reserves, in or near water bodies, or in ways that endanger public health. The difference matters for everything below.
From “Galamsey” to Gold Licence: What GoldBod Actually Said
On October 23, 2026, GoldBod CEO Sammy Gyamfi said unlicensed miners operating outside forest reserves and water bodies can be formalised rather than chased. He said that if such miners are not harming the environment, their mineralised area meets the eligibility requirement for formalisation, even without a license. These areas could be declared fit for cooperative mining under the Responsible Cooperative Mining and Skills Development Program (RCOMSDEP). 3news3news
The program is to be run with the Ministry of Lands and Natural Resources, the University of Mines and Technology and South Africa’s Rand Refinery. It is expected to provide formalisation and financing to eligible miners. Gyamfi also said GoldBod would launch an Artisanal and Small-Scale Mining Formalisation and Financing Support Program in 2027. adomonlineasaaseradio
The statement followed a viral video of Gyamfi’s remarks that drew criticism. He said the clip had been “mischievously edited” to leave out key details of the proposed support. asaaseradio
“Formalise, Don’t Chase”: The Government’s Argument
Gyamfi argues that enforcement alone has not worked. He has noted that Ghana legalised small-scale mining in 1989, but successive governments failed to give the sector the support it needed. His position is that formalisation is better than chasing miners with soldiers. 3newsadomonline
GoldBod also says traceability will be the safeguard. It says it buys only from licensed aggregators and that its licence terms forbid sourcing from illegal miners. A blockchain-based track-and-trace system is expected to be in place before the end of 2026, so that purchased gold can be linked to its mine of origin. Gyamfi has said Parliament would then be asked to legislate on how gold suspected to come from galamsey is treated. citinewsroomgraphic
“Legalised Galamsey”? Critics and Miners Push Back From Opposite Sides
Not everyone is persuaded. Professor Stephen Adei, a former head of the National Development Planning Commission, has argued that GoldBod effectively legalizes galamsey, and that distinguishing genuine small-scale miners from galamseyers is the real challenge. Commentators also say the October remarks appear to contradict the government’s stated stance on illegal mining. A mining consultant earlier questioned GoldBod’s traceability, noting that its website listed only regions of origin rather than specific mines. GoldBod has legalised illegal mining +2
Small-scale miners themselves are making a related point from the other side. The Ghana National Association of Small Scale Miners (GNASSM) says license applications have been hanging for over three years. It argues that miners are pushed into illegality by bureaucracy and that outsiders with Accra-issued permits take over local lands without community consent. It wants licensing decentralized to local assemblies. ghanaweb3news
Livelihoods, Rivers and Farmland: What Changes on the Ground
Miners and mining households. Eligible operators could gain legal standing, training and finance. That would mean steadier income and less exposure to arrest or equipment seizure. The risk is that eligibility rules are applied unevenly, or that licences go to well-connected operators.
Farmers and downstream communities. Their stake is water and land. In January 2026, for example, NAIMOS raided sites polluting the River Bisi, a tributary of the Tano, which was affecting farming communities. A formalisation scheme only helps these communities if the exclusion zones around rivers and forests are enforced in practice. Defining who counts as “not harming” the environment will be contested. modernghana
Chiefs and landowners. Questions of consent, land rights and reclamation will decide whether formalised sites bring benefits or new disputes.
Flashpoints: Task Forces, Youth and Communities in the Middle
Enforcement has already produced friction. In March, NAIMOS warned that it would not tolerate armed attacks and that its task force was meeting growing resistance in some mining communities. In July, one person was shot when miners clashed with security forces at Kyebi. A 2025 analysis noted that local youth often take part in these confrontations because they see mining as a livelihood. NAIMOS has also said that residents are reluctant to give information for fear of reprisals. • About Us +3
Formalisation could ease some of this by giving miners a legal route and removing the grounds for confrontation. It could also create new conflicts, between licensed and unlicensed operators, between communities and newly approved sites, and between GoldBod’s pro-formalisation line and the anti-galamsey enforcement run by NAIMOS.
Four Tests for the Months Ahead
- Published eligibility criteria for RCOMSDEP, and who decides which areas qualify.
- Whether the traceability system is awarded and goes live by year-end.
- Whether the licensing backlog GNASSM describes is cleared.
- How the government reconciles the formalisation message with continued NAIMOS operations.
